Title IX investigation opened into Fairfax County schools after student groping arrest

The U.S. Department of Education’s Office for Civil Rights (OCR) has initiated a Title IX investigation into Fairfax County Public Schools to determine whether the district discriminated based on sex by failing to respond adequately to multiple reports of sexual assault by a male student against female students at Fairfax High School during the 2025-2026 academic year.

Israel Flores Ortiz, 18, a junior at Fairfax High School, stands accused of groping multiple female students in school hallways. According to court records, the offenses occurred beginning February 25, 2026, with Flores Ortiz arrested on March 7, 2026. He initially faced nine counts of assault; this number increased to 13 counts after additional victims came forward.

One parent described the attacks: “He just sneakily walked up behind them and put his hand in between their legs. It was not just a butt smack or a butt grab. It was a groping of a private area. It had been occurring for several months.”

Parents expressed outrage over how Fairfax County Public Schools handled the situation. One mother characterized the school’s response as “abysmal,” stating: “I think from the very beginning, Fairfax County has attempted to diminish what happened to these girls.”

On March 12, 2026—more than two weeks after incidents were reported—Principal Georgina Aye sent a letter to parents describing the assaults as “inappropriately touching” involving “students’ buttocks while they were transitioning in the hallways.”

Parents argued this characterization was inaccurate and harmful. Another mother explained: “Yeah, no, I would not be here for butt slapping…He put his hand in between my daughter’s legs, and the butt was actually the last thing that he touched.”

The sanitized description allegedly fueled bullying and harassment of victims among their peers, with some classmates dismissing their accounts as attention-seeking.

Following 7News reporting on the incident, Superintendent Dr. Michelle Reid announced that the district would retain an independent law firm, McGuireWoods, to conduct a comprehensive review. The investigation aims to establish what occurred, when it occurred, and whether all policies and procedures were properly followed.

FCPS released a statement: “We are grateful to our law enforcement partners and are continuing to work closely with them as their investigation into this matter moves forward.”

7News reported that Flores Ortiz is an undocumented immigrant from El Salvador who crossed the southern border in 2024 and was released under federal government policy. Following his arrest, Immigration and Customs Enforcement (ICE) issued a detainer for deportation, but the Fairfax County Sheriff’s office has not honored it, citing sanctuary policies.

An ICE spokesperson stated: “Unfortunately, sanctuary politicians…are choosing to RELEASE criminal illegal aliens from their jails back onto their communities to create more American victims.”

Flores Ortiz appeared in court on Wednesday and remains held without bond. At a previous hearing, Fairfax County Commonwealth’s Attorney Steve Descano’s office did not object to bail, but Judge Dipti Pidikiti-Smith denied the request, ruling that the proposed bail “didn’t properly protect the public.”

Parents worry about inadequate consequences. Even if convicted, Flores Ortiz would likely face minimal incarceration, as charges are classified as assault rather than sexual assault. One mother expressed concern about potential escalation: “I feel like this seems like a crime of someone that will escalate if they are not…handled properly.”
