HUNG CAO is running for U.S. Senate to replace Tim Kaine
Retired Navy Captain Hung Cao came to the United States as a refugee from Vietnam in 1975. After a few years in West Africa, Hung moved to Virginia as a child and is a proud member of the inaugural graduating class of Thomas Jefferson High School for Science and Technology in Alexandria. He was commissioned as a Special Operations Officer (Explosive Ordnance Disposal and Deep Sea Diving) from the United States Naval Academy and served with special operations in Iraq, Afghanistan, and Somalia. Hung’s non-combat assignments included balancing the Navy’s $140 billion budget at the Pentagon and working with Homeland Security, and the FBI Joint Terrorism Task Force. Hung received his Master’s degree in physics from the Naval Postgraduate School, and fellowships at MIT and Harvard. He and his wife April are the parents of five beautiful children. After their thirteenth move across the United States and around the world, Hung and April moved their family home to Purcellville, Virginia, where they have been active in their community and church.

I would like to officially announce my candidacy for Republican National Committeeman. In doing so, I have spent many hours thinking about where I may best be able to serve, and I do believe this position will allow me to exercise my skill in a very positive way for Virginia.
My top priority is creating a Republican majority in the 2025 Virginia Statewide and General Assembly races. The path of Virginia is continuing to trend to the left, and I am extremely concerned about the 2025 elections. Last year we saw the DNC, at the direction of President Biden, pump $2.5 million into General Assembly races. When Chairman Anderson went to the RNC for help – he was rejected – despite the RNC reporting having almost $9 million in the bank at the end of October.
When I served in the House of Delegates – one thing I learned about politics is that good relationships with members get billing through and many good bills die because one member in power has a personality conflict with a bill patron. In my first year in the House, I got a good number of bills through the House only to see Senator Lucas orchestrate and kill all of them in the Senate. (You may remember she unsuccessfully sued me for $20 million in 2020). However, in my second year, I had several bills pass as my relationship with adversarial colleagues improved. This takes time and effort to work with people who you disagree with. I was able to 180 my relationship in the General Assembly in 1 year and went from being ineffective in passing legislation to getting bills signed into law.

Speaker: David Ditch, a Senior Policy Analyst at The Heritage Foundation, focuses on federal spending and fiscal policy in the Grover M. Hermann Center for the Federal Budget. He has appeared on local radio stations across the county, and his work has also been featured on FoxBusiness.com, the Los Angeles Times, the St. Louis Post-Dispatch, and many other publications.
Prior to joining Heritage, Ditch was a Budget Analyst for the Senate Budget Committee where he oversaw appropriations and agriculture. He has also worked for the Senate Small Business Committee, Per. Todd Young, Rep. Mark Sanford, and Rep. Raul Labrador.
Ditch received his master’s degree in Political Management from George Washington University in Washington, D.C., and also holds a bachelor’s degree in Economics and Political Science from the University of Rochester in Rochester, New York. Originally from Bloomfield, New York, He currently resides in Arlington, Virginia.
