A team of citizen researchers conducted a three-year investigation into the causes of noncitizen voter registration processes and noncitizen voting in Virginia. They sent a letter with their findings and a proposed Executive Order to fix the problems to the offices of Governor Glenn Youngkin, DMV Commissioner Gerald Lackey, Elections Commissioner Susan Beals, Secretary of Administration Lyn McDermid, attorneys specializing in election law, and state nonprofit policy organizations.

On September 3, 2024 they presented to over 300 interested members of the public with a compilation of their fact-based, sourced evidence totaling 195 slides. The briefing materials below are a selection of those 195 slides and a copy of the proposed Executive Order.

WHAT is the best way to stop noncitizens from voting? Don’t let them register in the first place!

We are demanding that Governor Youngkin take three urgently required actions described in the Proposed Executive Order sent to him August 29, 2024, titled “ADOPTION OF ADDITIONAL MEASURES TO SECURE THE INTEGRITY OF THE COMMONWEALTH’S VOTER LIST MAINTENANCE PRACTICES.”:

  1. Require ELECT to use the Systematic Alien Verification for Entitlements (SAVE) program to verify the citizenship status of ALL voter registration applicants who have associated noncitizen legal presence documents. 
  2. Require DMV to establish a new information exchange agreement (IEA) with the Social Security Administration (SSA) granting DMV the authority to verify Social Security Numbers (SSNs) for voter registration purposes.  This would enable the DMV to verify SSNs on all voter registration applications regardless of the point of origination.   
  3. Require ELECT and DMV to update their existing data sharing agreement to include SSN match verification as a required data element to enhance proof of identity verification for voter registrants.

DRAFT TEXT FOR YOUR EMAIL AND LETTER TO GOVERNOR YOUNGKIN
(ADAPT AS NEEDED):

Dear Governor Youngkin,

Thank you for your recent election integrity measures implemented under Executive Orders #31 and #35.  In urgent support of these actions, I request that you also immediately implement three additional election security measures identified in the proposed executive order titled “ADOPTION OF ADDITIONAL MEASURES TO SECURE THE INTEGRITY OF THE COMMONWEALTH’S VOTER LIST MAINTENANCE PRACTICES submitted to your office on August 29, 2024. 

Specifically, I ask that you immediately take the following three actions:
