I, Katharine C. Gorka, Chairman of the Fairfax County Republican Committee, in accordance with the Plan of Organization of the Republican Party of Virginia, Inc., hereby issue this Call for Convention of the Fairfax County Republican Party and a Republican Party Canvass in each Fairfax County Magisterial District.


QUALIFICATIONS FOR PARTICIPATION

All legal and qualified voters of Fairfax County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin, or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing, as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.


FAIRFAX COUNTY REPUBLICAN CONVENTION

The Fairfax County Republican Convention shall be held at [Location TBD] on Saturday, February 28, 2026.

Delegate check-in will begin at 8:00 AM and close when the Convention closes. Delegate check-in shall be suspended during any vote that requires a ballot of any kind.

The Convention will be called to order at 9:00 AM. Balloting will begin no earlier than 9:30 AM, and is anticipated to begin at or shortly after that time.


PURPOSE OF THE FAIRFAX COUNTY REPUBLICAN CONVENTION

The purposes of the County Convention shall be:

  1. To elect a Chairman of the Fairfax County Republican Committee; and
  2. To elect up to four hundred (400) County At-Large Members of the Fairfax County Republican Committee; and
  3. To elect up to 2,070 Delegates and 2,070 Alternates to the Eighth Congressional District Convention.
    • The purposes of the 8th Congressional District Convention are to elect a Chairman of the 8th District Republican Committee to a new two-year term and conduct other business properly before the convention.

  4. To elect up to 191 Delegates and 191 Alternates to the Tenth Congressional District Convention.
  5. To elect up to 4,045 Delegates to the Eleventh Congressional District Convention.
  6. To transact such other business as may properly come before the Convention.

BALLOTING AT THE COUNTY CONVENTION

The election for Fairfax County Republican Chairman shall be by majority vote and weighted by Magisterial District, in accordance with the Party Plan. The full vote rule shall apply.

If no candidate receives a majority on the first ballot, balloting shall continue immediately until a candidate receives a majority vote. If more than two (2) candidates are duly filed, the candidate receiving the lowest number of votes on each successive ballot shall withdraw.

The election of Voting Members At-Large shall be by plurality vote and shall not be weighted by magisterial district. The four hundred (400) candidates receiving the highest number of votes shall be deemed elected. A separate vote shall be held for Associate Members At-Large.


COMPOSITION OF COUNTY CONVENTION

The Convention shall be composed of:

  • Delegates and alternates from the Magisterial Districts they represent; and
  • Military Members as defined by the Party Plan.

Representation is based on one (1) delegate vote per 375 Republican votes cast in the last gubernatorial and presidential elections combined.

ELECTION OF DELEGATES AND COMMITTEE MEMBERS

Candidates must be duly filed in accordance with this Call. No write-ins and no floor nominations shall be permitted. Candidates must be registered voters in the Magisterial and Congressional District from which they file as of the filing deadline.

FILING FOR COUNTY CHAIRMAN

Candidates must file a signed statement with the FCRC Office, 4246 Chain Bridge Rd., Fairfax, VA 22030, by 4:00 PM on Thursday, February 5, along with a $1,500 filing fee (personal check only).


DELEGATE AND COMMITTEE FILINGS

Official filing forms will be available at the FCRC Office and posted online by 5:00 PM on Monday, February 9, 2026.


FEES

  • Committee Membership: $100 (non-refundable)
  • County Convention Delegate: $35
  • 8th CD Delegate/Alternate: $35
  • 10th CD Delegate/Alternate: $25
  • 11th CD Delegate/Alternate: $35

CANCELLATION CLAUSE

If the number of candidates does not exceed the number of positions to be elected, properly filed candidates may be declared elected, and the County Chairman may cancel the Convention.


RULES AND COMMITTEES

The Convention shall be conducted in accordance with the Party Plan and Robert’s Rules of Order, Newly Revised. Temporary committees shall be appointed by the County Chairman.

Resolutions must be submitted to the FCRC Office by 5:00 PM on February 9, 2026.


This Call shall be published on the Republican Party of Virginia and Fairfax County Republican Committee websites at least seven (7) days prior to the earliest filing deadline.
