State Sen. L. Louise Lucas (D-Portsmouth) — a longtime Senate Democrat advocate for cannabis legalization and senior member of the caucus that just sent Gov. Abigail Spanberger (D) a recreational retail bill — had her Portsmouth district office raided by the FBI on May 6, 2026. Federal agents also executed a warrant at a cannabis dispensary nearby. Sources told ABC News the action may be tied to a corruption probe. Lucas has not been charged. The bill that puts dispensaries in Fairfax neighborhoods is on Spanberger’s desk.

The Senator Who Helped Bring Pot Shops to Fairfax Is Now Under Federal Investigation in Portsmouth.

The cannabis retail bill that just cleared the Virginia General Assembly licenses storefront sales of recreational marijuana for the first time in the Commonwealth’s history. Sen. Lucas — president pro tempore of the Senate, longtime advocate for legalization, and one of the most senior Democrats in the chamber — was a vocal champion of pushing it through. The Senate Democrat majority overrode Spanberger’s amendments at the April reconvene session and sent the bill back to her desk unchanged. If she signs it, dispensaries open in Fairfax County and every locality that does not zone them out.

On May 6, 2026, federal agents executed a search warrant at Lucas’s Portsmouth district office and at a cannabis dispensary nearby. Sources told ABC News the action “might be related to a corruption probe.” The FBI’s on-record statement: “there is no threat to public safety, and this is an ongoing investigation.”

Lucas has not been charged.

The bill that puts pot shops in Fairfax neighborhoods is on Spanberger’s desk the same week federal agents searched the office of one of the senators who pushed it. Spanberger has the constitutional authority to sign it, veto it, or send it back with new amendments. She has not said which she will do.

Pot shops are coming to Fairfax unless she says otherwise.

The bill stands up a state cannabis authority, licenses retail storefronts, and leaves local zoning to either accommodate them or push them to the next county over. The Fairfax County Board of Supervisors has not yet voted on a local opt-out. Loudoun and Prince William have not either. Northern Virginia’s three biggest counties are sitting still on a question Richmond just put on their plate.

A senator who helped move the cannabis rules is now under federal investigation by the only branch of government with authority to ask the questions Richmond will not. Every statewide office in Virginia is held by a Democrat. Both chambers of the General Assembly are run by Democrats. There is no opposition committee chair in the Senate to call hearings. Federal agents are not supposed to be the first line of oversight on Virginia elected officials. They are the last.

All 40 Virginia Senate seats are on the November 2027 ballot. Sen. Scott Surovell (D-SD-34, Mount Vernon) — Fairfax’s senior senator and the Senate Majority Leader who shepherded the cannabis bill alongside Lucas — is one of them. Mark that date down.
