Regulation Freedom Amendment

PROPOSED RESOLUTION OF THE FAIRFAX COUNTY REPUBLICAN COMMITTEE

IN SUPPORT OF THE REGULATION FREEDOM AMENDMENT

WHEREAS, the business community in the United States, and especially small enterprises, currently struggles under numerous and onerous federal regulatory burdens imposed by unelected bureaucrats;

WHEREAS, these burdens eventually make themselves known to the American consumer in the form of cost increases on all facets of the essentials of life, becoming in essence a hidden tax;

AND WHEREAS, other Constitutional rights, including those guaranteed by the First and Second Amendments, are threatened by regulations imposed by bureaucrats who are not accountable to elected officials;

WHEREAS, despite broad support from Republican Members of Congress and some Democrats, attempts to curtail the abuses of federal regulators by legislative action have so far been met with little to no success;

AND WHEREAS, a federal law, even if enacted by Congress could be repealed, weakened or waived by a future Congress;

WHEREAS, the Regulation Freedom Amendment to the U.S. Constitution would permanently require that major new regulations be approved by Congress before they could go into effect;

AND WHEREAS, just as pressure from the states helped force Congress to propose the Bill of Rights, pressure from the states could also force Congress to propose the Regulation Freedom Amendment.

THEREFORE, BE IT RESOLVED, that the Fairfax County Republican Committee urges Congress to propose the Regulation Freedom Amendment, which says:

“Whenever one quarter of the Members of the U.S. House or the U.S. Senate transmit to the President their written declaration of opposition to a proposed federal regulation, it shall require a majority vote of the House and Senate to adopt that Regulation;” and

BE IT FURTHER RESOLVED, that the Fairfax County Republican Committee urges Virginia state legislators to join with us in urging that Congress propose the Regulation Freedom Amendment; and

BE IT FURTHER RESOLVED, that the Chairman of the Fairfax County Republican Committee is hereby authorized to contact and encourage other local units of the Republican Party in the Commonwealth of Virginia to adopt the two foregoing resolutions.

ADOPTED by majority vote at a duly called meeting of the Fairfax County Republican Committee on June 21, 2016.
